Mr. Charles A. Harpel completed a detail as Interim Deputy Director for the Miami VA Health Care System where he facilitated development of Heath Care Systems’ Fiscal Years Operational Plan which was then drilled down to service specific to ensure accountability, efficiency and productivity while validating good stewardship of federal resources.  Prior to that detail he had completed a sixteen-month detail as the Associate Medical Center Director/COO for South Texas Veterans Health Care System (STVHCS).  In this capacity, Mr. Harpel was responsibility for Medical Administration Service, Patient Administration Service, Prosthetics, Logistics, Fiscal Service, and Human Resources Management Service.  He also provided administrative oversight of the new San Antonio Northwest Health Care Center and Kerrville Campus Administrators. 

Mr. Harpel served as the Associate Director for the VA Texas Valley Coastal Bend Health Care System (VAVCBHCS) in Harlingen. In this capacity his responsibilities for oversight of Health Administrative Services, Fiscal, Supply Chain Management Services/Logistics, Community Care, Prosthetics, Privacy, Strategic Planning, Police, Emergency Management, Environmental Management Service, Facilities/Engineering and Human Resources.  

He joined the Department of Veterans Affairs (VA) in 1999 taking an appointment with the Financial Services Center (FSC) in Austin, Tx. working in Intergovernmental Accounting Department after working with Defense Finance Accounting Services (DFAS) for two years.

In 2005, he joined the STVHCS, Engineering Service where he worked to assist with managing facility and construction costs.  In 2008, he was selected as the Administrative Officer for Engineering Service.  In 2011, he served as Administrative Officer for the Associate Director for Patient Care Services (Nurse Executive) where he assisted with the implementation of the VA Initiative for Staffing Methodology.  In 2013, he served as the Administrative Officer for Geriatrics & Extended Care (GEC) providing support in the implementation of the first Hospital in Home (HIH) Program within the Veterans Integrated Service Network (VISN) 17.  

Mr. Harpel, a U.S. Navy Veteran, who served in the Persian Gulf during Operation Desert Storm and the North Atlantic Treaty Organization (NATO) for Operation Deny Flight over Bosnia.
